I have this exact same print, only dedicated to a "Mrs. Edgar Smith" and dated Oct. 15, 1947. I was doing an internet search to try and learn about the print, and stumbled across your posting. Do you know anything more about this series that was, presumably, given to Caniff's friends? Thanks!

He received large volumes of fan mail and requests for drawings. Over the years he produced several dozen preprinted items that he would send out and dedicate to certain fans or friends. These were all hand colored. It is unclear as to who hand colored them, I suspect he did some but many were done by assistants who likely also handled the mail.
