In the Soviet Union there was a huge shortage of everything (except for enamel military badges), starting from simple daily foodstuff like butter. The country didn't manage to produce enough butter and it was imported for example from Finland (barter trade to oil).

"A�Russkie�is a�Russkie, even if you fry him in butter!" is centuries old Finnish slogan/wisdom about the nature of Russkie, and it will not improve (frying something in butter is assumed to make/taste it better)

Timely once again as history of the Winter War and this conflict shows us the uneasiness of being neighbors with a war mongering regime.
