The story is called "the Shoemaker's Strange Assistant" and yes, it doesn't end good for the loan shark. Ditko's sequential art story telling is so masterful that you get drawn right in by this one page.

That last panel is straight out of the Ditko playbook (or sketch pad).

Yes, classic struggle between the greedy landlord and the meek cobbler! Those last three panels really bring it home. George Rousseu did a good job inking, but it would have been great with Ditko's own inks.
