Unfortunately, the original pages of the first issues of L.E.G.I.O.N. are larger than normal and therefore a little too big for my scanner.

I would guess the layout and 9 panel classic look is Giffen's storytelling with Kitson and DeCarlo providing that futuristic finish. That last 4 panel sequence is a nice compromise of old school and new.
