Why does it says the artist is Dave Stevens when it's signed by Russ Heath?

Stevens drew the upper half of this page. He signed it "D.S." in the upper left corner near the port hole. Heath drew the rest of the story with some inking by Stevens. However the top panel of this page is ALL Stevens.

This is a detailed blow-up of the top panel. The original is on standard 11 x 17" comic Bristol with image area of about 10 x 16. The panel, itself, is about 10 x 8"
