Gary Frank had a really tough act to follow replacing Dale Keown on the Hulk. I think he did an amazing job, without apeing Dale's style.
Here we see Frank's version of the Hulk and Rick Jones visiting Hell!

Before I even read your description, I was thinking "Gary did a really good job of following Dale". You're right, he didn't copy his style, but it wasn't too far away so it fit in great with PAD's run.
