Meskin is perhaps the best 'forgotten' artist among fandom. Hell, I wasn't aware of his stuff until I started buying GA. My favorite are those great high contrast, no rendering Vigilante and Johnny Quick stories he did in the early to mid '40s. The Dummy was the villain in a few of those (and his 1st appearance in Leading Comics is pretty sweet) and this piece is Meskin at his best. Bold and graphic.
