You've gotta love dub context.

In Revolutionary Girl Utena, there was one background character who, in the dub, had a kind of valley girl accent and both times she's relating gossip using "The whole school's talkin' about it!" and I just thought it was hilarious.

As to what she would've looked like, someone with her voice appeared in a imagine spot where a bunch of girls were teasing a character for supposedly laying an egg (don't ask), and it just seemed to be coming from the girl pointing at the character in question.

V stands for Valley, and "-ko" means child, so "Valley child."
