Tied with Adventure Comics #73 for Jack Kirby's (& Joe Simon's) first published DC cover. The cover is the first Appearance of The Guardian and of The Newsboy Legion, both co-created by Simon & Kirby. This comic book interior also depicts the origins of The Guardian and of The Newsboy Legion, as well as the origin and first appearance of Robotman.
