That brick mentality came from indies and underground comics that were printed on black and white newsprint. If you needed your character to stick out, a brick background certainly helps. It also gave scale as you can set the character height against the average brick size / stack. It also helps to show that young artists are willing to put the work in. Plus bricks are useful to keep fireworks shooting straight up.

Oh man, Scott Hanna is so amazing. Tom Lyle rocks too. Love those bricks, the rain, the little puddles, the perspective of course, and the whole 'cliffhangery' nature of the image. But was it really necessary to call Robin a brat? I mean, that's just rude.

There is so much tedious work done on this page--all of that stuff is done digitally nowadays. Thankfully Tim Drake can take being called a "Brat" :) He'll give Cluemaster a whooping soon.
