That bottom panel is clever playing with the comic format as it has the illusion on three panels in one. Signifying the three main players on this page and story.

Love those panels, breaking down the beats of the scene. Each one a moment. The tragedy caught in flashes in time.
Then... That bottom panel. The resolution the moment sinks in.
