Legionnaires featured on this cover are:
Brainiac 5, Chameleon, Cosmic Boy, Invisible Kid, Leviathan, Kid Quantum, Saturn Girl, Shikari, Triad, Ultra Boy, Umbra and Wildfire.

In the last Legion series, the Legion had defeated the Blight but lost a number of their members. A memorial was erected to the lost Legionnaires and the Legion was disbanded.

In issue 1 of the new series, the 'Lost Legionnaires' returned but not everyone was happy to see them including the new President of Earth.
The rest of the Legionnaires had re-formed in secret and in this issue welcomed the Lost Legionnaires back.
And now they must solve the mystery of why Earth Government wants them dead!

Fun fact: The letters on the published cover (which are not on the art) translate to:

Man, that's a hell of a lot of characters all bunched up in such a small area. Very cool. I can't believe Coipel was already working back then!

Legion! I love this group, and can't get enough. As a kid, I was captivated by all those stories with Superboy. And what an excellent cover by Coipel! Dig that team pose, and that it's a holo image, too. Excellent find. Congrats!
