Superman and the Kandorians.
The Kryptonians have been freed from the bottled city of Kandor and Superman is their ambassador to the nations on Earth.
Flamebird [Thara Ak-Var] can be seen above to the right of Superman and the rest are unidentified. Below and to the right is a girl wearing a 'S' symbol, the symbol of the house of El. But she is not Supergirl or Allura (Supergirl's mother).
Sadly as far as I have been able to tell, this cover was her only appearance.

Interesting, the art style actually reminds me a lot of the stuff Karl Kerschl used to do. The imagery is neat, because it looks very ominous. I mean, even Superman looks evil and as a group they all look like they're coming to destroy the earth!

I came across fly Superman
I knew the cover was art of Bernard Chang
I felt the birth Krypton's elite
This art delivers and it made me complete

Oh simple thing, here's New Krypton
I'm missing work and I need Martha to rely on
So tell me when you're gonna make some friends
I'm getting fired and I see Doomsday's here again

Love Bernard's art! His Kryptonians look heavy, making it an extra accomplishment that they can defy gravity. Congrats on the piece.
