From Hell to Eternity
By Keith Giffen and Mindy Newell.
In order to get to the Time Trapper, the three Legionnaires need a time machine but access to Time Machines are strictly controlled and guarded. They hit upon a plan to steal the first prototype machine which is not as heavily guarded. Here Cosmic Boy disguised as Rond Vidar is apparently giving his friends a tour of the the Time Cube but the zealous Science Police officer will have none of it.

I was wondering if that was Cosmic Boy wearing the vest! My introduction to him was the mini-series DC gave him with the Steve Lightle covers, so that's the look I'm familiar with.
