I'm not the greatest expert in the world, but it looks like Moebius to me. Small but perfectly formed. A rare (funny) little gem. Thank you for posting.

Very nice with a few simple lines, he can convey a mood and felling. This one has a nice skipping feel either to dance or to express some happiness.

Yes - I love how Moebius never did the same fan drawing twice, always coming up with something on the spot.
