It was published under the titel 'Ich, Rhodans Mörder' (I, Rhodan's Murderer) in 1965. Really nice space jail scene. It's in the tradition of other paperback illustration paintings of jail covers, regardless of genre, with the bars tailing off to let your imagination keep the illusion going.
