Finally have more details on this project.

This page was sold by Heritage Auctions as being from an unpublished "Atari Force" project and I can confirm (since I have everything) that it didn't appear in any published Atari Force comic.

Years later (2024), Heritage sold the splash page for this story, with the title "Night Driver", making it clear that this was intended as a story based on that Atari video game. It seems likely that it was intended to be canonical with the Atari Force comics which were also based on individual titles.
