I don't have this particular issue, but I'm betting that Batman is about to kick Despero's ass. Sweet.

No wonder you remembered this splash - it's very powerful. The composition makes sure you know that Batman, once freed, could and would kick Despero's A$$. I haven't read the story, so I don't know the actual outcome.

Roy, Gal , you're both correct Batman does indeed give Despero the beating he so obviously deserves! Although I must add that this is the 2nd time Bats has been captured and shackled by Despero in this storyline ! It's a real shame as the finished coloured/printed version from 1986 just doesn't do this page any justice at all!
