Robin arrives in the sewers just in time to find Batman with no pulse or heart beat at the hands of the Electrocutioner, Lester Buchinsky. After Robin chases him down he re-shocks Batman several times until his heart starts back up.

Batman and Robin uncovered the killer's identity and warned Gordon, who would be on Galvan's list. Gordon sent a squad to protect another of the witnesses, while Batman and Robin staked out the final. Gordon himself stayed at Police Headquarters. Galvan showed up at the final and was confronted by Batman and Robin.

Lyle's Robin is one of my favorite and this is a clear example why. Congrats!
