Very cool early SF piece, and a nice provenance! 

I have this issue of Unknown but it is oddly enough also used as the cover for the printing of The Compleate Complete Enchanter by L. Sprague de Camp and Fletcher Pratt that I have even though it does not reflect anything inside the book.

You answered a question I was going to ask within your complete description of this piece. I love Joe Doolin's work at Fiction House in comics. Wondered if any of his previous pulp work was very available. Sorry to learn that it is not. What a beautiful example this one is! Thanks for posting it.

 Not sure how long he lived at the Brooklyn address, but I wasn't born until 1953.

PS. What is going on with the flames?  Is he using white paint or scratchboard-like technique?

In 1923, Flangan illustrated "The Story of the Other Wise Man".  There were eight color plates, and stylistically this one is a match.  I'd say this is an earlier Flanagan example from that period (he was signing his work "Jack" in 23).
