This looks like it's by Frank Hamilton because it is by Frank Hamilton. When Frank did his fantastic black and white recreations of Doc and Shadow covers, while he often used his own name, he also on many occasions would combine parts of the original artists name with his own. Thus Baumhofer + Hamilton became Baumhilton, Gladney + Hamilton became Gladnilton and Rozen + Hamilton became Rozelton. Nice piece!

A friend of mine suggested it might be film actress Elizabeth Allan, a British expatriate who worked in Hollywood during the 1930s, but that's just a guess.
I'm not entirely sure; one did the inking and one the color, I believe.

It's on canvas, and is now once again on stretcher bars. The excess canvas is wrapped around the bars, as it would have been originally before it was removed from them and glued to the board.
