This is the hand-colored (or -coloured, as Dave wrote) art for the Prince Valiant-like pages Dave Sim did for the Comic Buyer's Guide back in the day. He only colored a single page as a test, but did not care for it and did not color any more pages.
The story, which would have introduced Lord Julius if it had been printed in a timely fashion, was reprinted in the first Cerebus phone book (I think).
