That Lex Luthor - he always finds a way to win friends and influence people. In this story, Niles Caulder was in pursuit of the current holder of the Ring of Volthoom. Upon the death of the Crime Syndicate's Power Ring at the hands of Sinestro, the ring had chosen Jessica Cruz to be its new host. Niles Caulder and his Doom Patrol wanted to capture and induct Jessica into their ranks. Luthor, however, wasn't having any of that. In the end, it was Batman who managed to shut down the ring and No. 33 of the series sees Luthor being welcomed into the Justice League.
