WAGS - UK Cover 1937-38?? -- any info appreciated

One of the earliest comic books was WAGS, a UK comic that used work from the USA, specifically from the Eisner-Iger Shop.

Anyone have any information on this cover -- issue # - which might be the artist?

A few thoughts have emerged

This is probably one of the earliest issues of WAGS because Myra North didn't run in the later UK issues. The cover was almost certainly done by someone in the Eisner/Iger shop. Possibly Will Eisner himself or Mort Meskin or maybe Charles Coll, the illustrator of the Myra North strip did the image for the cover. Any thoughts, anyone?
