All-New Comics #1 p.44 (Harvey 1943) featuring Nighthawk v. the Green Skull

I love the oddball WW II heroes and villains and this is a super page from the story "Stolen...a Million Tanks!" ANY IDEAS on the artist?

Little known fact, many people think this was the only appearance of Nighthawk but...it is not so. In Dynamic Comics #3 p.57 (Chesler 1942), Nighthawk tangled again with the Green Skull in a one-page text story in which the Green Skull sought to steal some planes for the Nazis from a US airfield. The last we knew, Nighthawk had dashed into the woods after the Green Skull.
