Golden age Green Lantern

Is there a reason that why so much of the golden age art that survived is from stories that were written off? It seems that way, to me. So many I see are like this page with a "Written Off" stamp. Recently, I read that Marv Wolfman did this to "save" art when he began as a production assistant at DC in the 1960s. This page is from a story called The Secret of Happy Valley that was written off in 1949.

On the back, Mike Burkey had written "Infantino Art". Considering when it was done, with the last issue of Green Lantern being in 1949, and probably done no more than 2 years before, it is more likely that Irwin Hasen was the artist. Definitely not Toth, who did some stories then. Regardless, I don't see Infantino listed at all during that time period in Green Lantern.

I would be glad to hear other opinions. The nice thing about this is a nice shot of GL changing from Alan Scott.
