After Black Lightning's series was canceled in the DC Implosion, he next appeared in some World's Finest backup stories. In this page 5/10 from one of those stories, Black Lightning foils the plans of some submarine smugglers. I can't figure out how BL use his electrical powers here under water without getting shocked. Nice shot of BL in the last panel in his 70s-era costume.
