Ok, so I got a Jim Aparo page. I know nothing about Green Arrow, but I saw this page at auction and just like the visuals. The first panel looks cartoony to me, and the second panel looks Miller-esque to me. Put a bid in and was lucky to have gained this to my collection :)

That second panel is superior artistry! You get that Aparo face and heavy brow line in the last panel, plus the highly energetic stormy weather to establish this great atmosphere to the page.
