This piece is the cover of edition #215 of the PERRY RHODAN paperback edition called Planetenromane. It was created in 1980 and originally published under the titel 'Der genetische Krieg' (The Genetic War) in February 1981.

I looked up the title on web translation and it says "The Genetic War". Interesting since the picture looks rather benign.

Yes, you are right. Interestingly, this piece is full of symbols and stories. For example, the women on the left clearly resembles Johnny's wife Bonnie Bruck. And the the Scot is his friend Lord Euan Robert Mac Pherson of Clentrium, Head of the Mac Pherson Clan. There is a nice oil painting of him from Bruck as well.
