Strictly speaking? Yes and no. She appears and 'meets' Superman before this, but it was like a 'Doombot' of Maxima in Action Comics #645. And this is the first encounter between the 'real' Maxima and Superman.

Cool, a page from her first meeting with Superman! The one in #645? Pfft, robots don't count! I love Gammill's work too, so it's nice to see any Superman art from him.
