Description

In February 1978, U.S. chemical warfare security was a significant concern, with ongoing efforts to manage and dispose of chemical weapons safely. The U.S. Army Chemical Materials Activity was actively working on chemical weapons storage and disposal methods. Around this time, the U.S. Army Toxic and Hazardous Materials Agency was established to oversee chemical security and environmental safety.

Probably a department that was recently dismantled. After all, when you can only fill out one bullet point with Safely disposing of chemical stockpiles and leave four other bullet points blank, you aren't really doing much.
