Paul Carmack was a staff cartoonist for the Christian Science Monitor.

“Leap Year” as Strategic Metaphor. While 1944 was a leap year, Carmack is clearly using the phrase to describe Allied “leapfrogging” strategy in the Pacific. By late 1943 and early 1944, U.S. forces, working closely with Australia, had demonstrated that they could bypass heavily fortified Japanese positions, seize selected islands as air and naval bases, and advance in sudden, discontinuous jumps, rather than a slow, linear crawl.

The visual of soldiers literally leaping from island to island translates into something instantly legible to civilians. Japan is depicted as reactive, off-balance, and increasingly unable to control events. Addressing Hideki Tojo by name continues a common wartime cartoon convention.
