Purchased from my old pal Joel Thingvall on eBay. The inker is undetermined. Superman Topps Tattoos 1962. The printed size was only 1-9/16 X 3-1/2 inches. There was an article about these unique items in The Wrapper Magazine Issue #159 (Nov 16- Dec 25, 1998) Superman Tattoos & Bubble Gum Wrappers (Topps 1962) by Tony Kowalik p11. Check out the "additional image" to see something of the way these looked like when I was buying them for a penny each in 1962-1963...

Joel had thought these to be from a 1970's series, but I specifically remember this from the old penny candy stuff I would buy as a little kid.
