Description
The story on this one is that Panosian was waiting on the Fed-Ex arrival of the Pacella cover. He would then have to ink it and send it back the same day.

Fearing that the late delivery wouldn't arrive at all he prepared a backup cover, just in case.

In the end the Pacella cover did arrive and was then sent out so this one went unused.
