1939 Argentinian Lady

All we know about this piece is what you see. The seller, for some reason, described it as Argentinian. It appears to be dated 18-V-1939. I don't know what month V is unless it is a strange switch to Roman numerals. The style is much earlier. It looks like an idealized woman circa 1910, resembling a real-life version the the wife in the strip of that time, The Newlyweds which is a favorite of mine. It's signed but in a manner that doesn't really tell me who did it.
