A cut Patsy panel from ca. 1939. (Anyone who knows the exact year and date?)

Met Charlie Roberts (to whom this panel was inscribed) a year after buying this panel at an auction. He told me that this was the last piece of Patsy artwork Mel Graff had in late 1974. Acc. to Roberts Graff had this panel pinned next to his drawing board. He died in early1975.
