This is apparently from the early 1980's revival of the Phantom Lady. Contrary to what I surmised previously and wrote in this space, Lady Lugar dates back from the Golden Age of Comics and her adversarial relationship with Phantom Lady was of long standing when this page was published.
Even though I'm sure that it was intended as humorous, the effect is very much so. Those heels have got to be a hindrance when LL is in combat. Heck, you could hardly heil in those heels, not to mention that, with one sharp "Heil Hitler", her boobies would pop right out of that shirt.
