Description
Next to nothing is known about Frank 'Inky' Pagan. Originally worked for the Fiction House studios where he picked up the nick name Inky, from finishing a lot of other artists work instead of penciling his own work. Inky then between 1937-39 worked for the Iger studio where he inked a lot of artists work for publication in Timely and DC but at the time inkers were next to never credited. After serving during WW2 and spending time in a military hospital this piece was given to a 17 year old injured GI returning from the Battle of the Bulge. It was taken from a portfolio from his Iger days and going by the style of costume and design would most likely date from May - September 1939. Frank told young Fred at the time that he had worked on the Batman strips before he went off to war, but will probably never be known for sure as the earlier strips have next to none inker credits.
