As the Spectre hovers above the city, he encounters Neron. Neron offers the Spectre his freedom; the Spectre-Force will have the freedom to act without a human host, as it did once before. In return, the Spectre must not interfere with Neron's plans. Corrigan rejects the offer, but the Spectre-Force hastily accepts it. Neron then separates the Spectre-Force from Corrigan.
