License to Duck Page 3

OKay...so this is a big of speculation on my part. This is page 01 of 05 from a story called "License to Duck" by George Wildman. Daffy Duck + George Wildman = COOL-FUN.

I've tried to research where this was published and I haven't been able to pull it up. So based on the clues within the pages, I believe it must have been a give-away or promotional piece available to the attendees of a "Looney Tunes Licensee Meeting". I don't really know what that exactly is but the five pages of art are still lots of fun.
