Bruce has a soft spot for kids and he is driven to correct the sins of the parents who cause kids to turn to crime. If he actually used his superpower to do this, Bruce Wayne can actually inspire others to do good. It will outweigh anything he can do to instill fear in criminals. Being Batman winds up inspiring the escalating rise of supervillains. But who knows, having faith in humanity is not popular these days, so Batman is the hero we deserve, not the Bruce Wayne we need.
