I don't think they ever got to this issue. Scandal was certainly their bad girl of the bad guys team.
This cover was unpublished. I don't know if they finished any of the inside of the book or not.
I think it ran as a next issue promo in issue #3, so it certainly was seen and has a cool story behind it.
