Strata, the strongest member of the team is a bit lovelorn and later searches for action to occupy her mind.
She finds it in spades when someone starts killing the recruits she is training.
She has to partner with local authorities who are mistrustful of the L.E.G.I.O.N. organization to solve the case.
Along the way she receives help from a masked vigilante who may be her former lover.

And in a twist, the villain turns out to be a rejected recruit who has powers similar to Bouncing Boy.
One day, I need to ask Mark Waid if the raison d'etre of this story is because he feels the same way about Bouncing Boy that Keith Giffen feels about Karate Kid.
Or maybe he was just in a whimsical mood.
