A very cool and interesting mystery! It appears this recreation/reinking is more or less of the same age as the original. You're gonna have to do some sleuthing to find out what the story behind this is, Miki. Might Keith remember?
Yes, it was done contemporaneously with the original version. At the time he sold it, he said he did it and submitted to DC to be used instead of the original but DC either didn't get in time or decided to go with the original one.
