Just a bottle more time is all he’s asking for
'Cause just a Titan moon time could open old future
Jemm’s a little uncertainty can bring it down

And somebody wants to draw you now
And somebody wants to show you how

So if you're lost for art you own
Bernard’s a better penciller
The future path won't lead you home
You can tell Jemm the future

And when the line is Bernard art
You can see, you can see light
'Cause Legion can take away your right
To fight the bottle’s new future

Brainiac had shrunk dozens of cities.  After he was defeated, Mon-El had to find new homes for them. Here, he is shown flying off with them.

Yes, I remember being surprised when I saw that piece. But wasn't Kandor the only bottled city for decades, or is it simply that DC only ever paid attention to Kandor and ignored the others?

Yes, Kandor was the only known bottled city until the most recent clash with Brainiac revealed the existence of the others.
