The scene takes place after the events of season 1 with the death of President Santiago. Commander Jeffrey Sinclair is with new President of Earthforce President Clark. The highly important discussion of Minbari souls is the topic which becomes a huge talking point between the Warrior and Religious Castes in later seasons of the series. This kinda adds more meat to the bones between Season 1 and Season 2. Mainly because the actor who played Commander Jeffrey Sinclair, Michael O'Hare would not be on the main cast for season 2. He decided to step aside because of developing severe Mental Health issues during the filming of Season 1. And instead of delaying the season so he could undergo treatment, he felt the hiatus would put the series at risk, so he stepped aside. The transition between Seasons 1 and 2 are obviously rough because of this.
