"1993 Capitol City Open House Limited Edition Print" aka Jean and Scott Wedding Poster.
The is the colors by Tom Smith but not the final one used for the print. Tom is not sure why it was rejected. The final print the feathers are removed )not in the original inks) and the colors were muted compared to this one. additional images show the art without overlay and the final print.

This is the original art by Joe Madureira and Matt Ryan
