This issue was part two of a rather complicated Gerry Conway three-parter which gave Zatanna her short-lived, elf-booted "slink suit" and pony tail. In #163, the JLA inconclusively battled the music-themed villain Allegro. #164 uses the unusual plot device of Red Tornado narrating the subsequent plot into a microphone after the fact, as the JLA finish with Allegro and then travel to Turkey to rescue Zatanna's captive mother Sindella, whose magic is being used to power a whole civilization. Instead, they get captured as well.
It seems that the original idea was for Reddy to spend several pages (including the page seen here) recapping issue #163 and then proceed into new material. The end of the story must have run long. As a result, the material depicted on this version of page three was summarized much more briefly on the published page one, as seen in the Additional Images section.
It's still a cool page though, with images of Zatanna, both her parents, Red Tornado, and and Allegro's music-monsters facing the JLA in the final panel. Kind of amazing that the page got all the way to completion before it had to be scrubbed.
