The vigilante who's been preying on Gotham's underworld has chosen the Penguin as his next victim. Meanwhile, the Ventriloquist has picked a very unusual victim of his own. Batman must learn who's to die—and then do something about it.

Rhino is eager to take out the Penguin but Scarface thinks he still may have a need for Gotham's prodigal son.

Batman struggles with the killer. He is distracted by Scarface and company who are about to kill an old man, who is trying to save the bird. The Batman defeats the Killer and considers using the Killers rifle to shoot the Ventriloquist. Instead, he throws a batarang at Scarface. The dummy falls into the river and the Ventriloquist follows him.

Great nightime black ink background.  It tightens up all the panels with all that texture in contrast.  Penguin and Scarface doing their thing gives this the underworld atmosphere.
