There's just a fleeting glimpse of Flash in the top panel as he speeds away. The main attraction here are several nice images of Doctor Light. Arthur Light made his first appearance in Justice League # 12 (June 1962). After the JLA defeated him, he decided that he would tackle the heroes individually which led to appearances in Atom 8 (September 1963), Green Lantern 33 (December 1964) and Flash 171 (June 1967). Flash 223 marks Light's second attempt to take on the Scarlet Speedster.

A very fun page with the JLA villain of the month flavor of Doctor Light now causing problems for Flash. He gets a very cool solo page by Novick and Giordano. Who knew he would would become one of the most reviled and infamous DC villains in a Crisis event?
